Remote won’t connect to new tv

I have a Roku streaming stick 4k with the voice remote. Had it set up on my old tv, got a new tv, and I can’t get it to connect at all. The Roku home screen appears, and instructions say to scroll down to Settings, but I can’t scroll, because neither the Roku remote nor the remote that came with the TV will work while on that screen.

 I’ve tried removing and reinserting the batteries, and also tried pairing by pressing the home and back buttons until I see the light flashing. Did not work. 

what am I missing…?

Are you using the USB cable that came with the stick?  Most Roku sticks have the Wi-Fi module embedding in the USB cable and that's what the remote connects to.

Yes, I am. It’s showing up as the input in HDMI 1, and it is using the original usb cable.

Is the stick still connected to your network?   Can you control it with the mobile app?  I'm wondering if it's the remote or the Wi-Fi receiver.
