Your Roku voice remote cannot directly control other devices connected to your TV. However, it can indirectly control the volume for external devices like an AVR or a soundbar through a technology called HDMI-CEC. Refer to the documentation for each device to check if they support this technology, as manufacturers may use different names for HDMI-CEC.
