You should be seeing RCA as an option when going to Settings > Remotes & devices
One thing that has worked for some users that had this issue is first connecting to a different network. Your cell phone hotspot would fill the bill for that. Some reported this resolved it. You could then switch back to the proper network afterwards, as the configuration setup steps are actually configuring IR codes into the remote, which is network independent. Only during setup can the network be an issue.
