I use data on my roku, up to 6GB, even when the tv is off. I am using the bandwidth saver feature and I also return to home screen before I turn off the TV. Is there anything else to check?
Connect your roku to the USB.Port on the TV that way. When you cut your t v off you cut your Roku Of too Thereby not using any Data, this works good for me.Because I had problem with remote draining batteries. solved
@jimbo5, that only works if the TV's USB port can supply sufficient power and a lot of TVs can't. Insufficient power will cause all kinds of strange problems, so in general, it's not recommended to use the TV's USB port. If it works, that's great, but as soon as there's a problem it's the first thing to suspect.

I have a JVC TV whose USB port does provide enough power to reliably power the Streaming Stick 4K+ attached to it. But the USB port on this set remains powered when the TV is shut off, so shutting down the TV does not shut down the Roku. So if you have a Roku model that is powered via USB (some like Ultras are not and must use their own beefier power adapters) check that your TV's USB port supplies at least 1 amp, and if having the Roku power down is important to you, verify that the USB port shuts down when the TV is off.
If you’re using an ISP’s meter to check your data, some of those are not real-time. For example, Xfinity’s says theirs may not include data used within the last 24 hours.
