Do you not see the Theme option in Settings? What Roku model device are you using and what is the OS build that your device is running (this information can be found in Settings > System > About). Can you provide a screenshot of your Settings menu so we can better understand the issue you are experiencing?

I literally just bought my new Premiere (3920CA) yesterday and tried to load up the same Star Trek themes that I used to have on my old Streaming Stick. Going into "Settings" and then clicking "Theme," I don't see an option to load any Themes other than the default one and seasonal ones. Even going to the website and finding what I want and clicking "Install" doesn't make anything show on my device.

Please be aware that the reason you most likely aren't seeing that specific theme on that device is that it is not supported on that device platform.

I'm not even sure if it is per device because I had my favorite theme on my new roku like 3 days ago and now none of my themes are there.
