I have the same problem, it's only on one over the air channel on the Spectrum app.
MOR station, over the air has all sorts of extra characters, not just alpha either.
I tried notifying MOR and even reporting them to the closed captioning authority, just thought I would check with Roku too. This has been going on more than six months.

Please be advised that many apps/channels on the Roku platform are created, provided, and maintained by the channel provider themselves. In this case, may we know where are you trying to stream the Spectrum channel? Is it under The Roku Channel or directly from the app itself? If it's from the standalone app, we highly recommend keeping in touch with their customer support as they will be the ones who can further assist you with your concern.
