Yes, I believe what is happening is that the Harmony sends an IP command and, with Roku set to "limited" it times out and resends using RF, which then works. So there's a delay of a few seconds.
Roku remote response latency is only half the problem. Prior to the update the Harmony Companion worked fine as a universal capable of performing all Roku remote functions. The Harmony Companion is no longer able to replicate the Roku remote.
Please fix or allow users to roll back to the prior version of Roku software.
@MicSzy What commands are missing? I have all the Roku remote commands napped to buttons on my Harmony and all work.

Harmony Companion buttons that no longer work as a universal for the Roku remote: All. Specifically:
Up/down/left/right/OK
Exit
Back
FF/Rewind/Play/Pause
Menu/Info (Roku remote * button)
I can still cycle all components on/off in the Watch TV activity with the Companion, and it still controls the AV receiver volume.
Completely removed all devices and activities in the Harmony Hub using the app and started over. Changed advanced setting on Roku Ultra to fully enable other remote devices to control Roku. No joy.
Earlier and before the Companion stopped working with Roku remote functionality I changed a setting in Harmony or Roku from IP to RF to fix the latency problem, but I can't remember where I did that and can't find it to switch it back.

I think the switch was RF vs IR, not IP vs RF.
