Just bought a 24 inch Roku tv with an RCA flat antenna plugged into antenna in jack for picking local stations for my 91 year old mother-in-law. She is unable to manage more than one operation with a remote - basically on and off. To connect with the remote control that came with it, she would have to navigate 6 steps which is beyond her. Will the Roku Remote App for IOS allow me to turn it on from my house each morning and get it going for her so that she can watch it after I've paired it to my phone on her network?

Sorry, no. The phone and the TV have to be connected to the same network (Wi-Fi).
You can set up the TV to always power on to the last antenna channel that was used. It's under Settings->System->Power->Power on.
