Roku Select TV Not Handling 59.94 FPS On Internal Apps

I've been troubleshooting my Roku Select TV 65" (4k) for months and come to the conclusion it does not handle 720p 59.9401 fps correctly from internal Apps.  This is especially noticeable when watching ESPN or similar sports stations that use the broadcast standard.  It doesn't matter if I watch on FuboTV, ESPN App, or other stations when using the "internal" TV apps.  This results in a painful stutter when watching sports.  I've engaged Fubo multiple times but finally concluded the TV is at fault.

The Roku Select TV works great with 720p 59fps, 1080i 60fps and 59fps content.  It even appears to process 720p 59.9401fps OK when the source is connected to an HDMI port on the TV using the same apps - even on an external Roku Ultra!  

It appears when running from internal Apps, the Roku Select TV does not handle the "drop frame" expected from the broadcast standard.  Is there anything that can be done to fix this?
