I have read through the previous posts, but don't see any answer to the specific question.
Hisense RokuTV 32A4NR, Motorola MOTO G Stylus with Android version 11.
I am NOT trying to cast a specific APP but just use the native Screen Cast function of my Android phone to the Hisense Roku tv. YES, I am on the SAME wireless network, YES, both phone and tv are at the latest software, YES, I HAVE restarted both phone and tv.
On the Roku tv I have: Settings-System-Screen Mirroring-Screen Mirroring Mode-Always Allow checked on. And Settings-System-Advanced System Settings-Device Connect-Enable 'Device Connect' checked on.
When I try Screen Cast on my phone the Roku tv does not even show up in the available devices. I tried this on another Hisense tv, not Roku though, and it works flawlessly, being able to Screen Cast my main screen natively and then use any App on my phone.
Not to get too complicated/techy, Roku devices do not natively support Chromecast/Google Cast (Android), but do support Miracast and Airplay. (Windows and iOS/Apple).
It is likely your other TV has some casting protocols natively built-in (licensed).
There are a couple of supported apps that you can cast like Netflix and Youtube once their apps are installed on the Roku https://support.roku.com/article/360002990094.

On my Umidigi Android phones, under the Cast option, there is a "Settings" tab that reveals the three vertical dots in upper right that allows me to "Enable Wireless Display". With these phones running Android 13 and above, I am able to screen mirror and "cast" to my Roku devices.
These are the only Android phones I have ever been able to do this with though so may look under your Cast feature for such an option. (Press the Cast button, then look to see if the Settings tab appears).
I just use Web Video Caster to mirror any phone files (image and videos) as well as casting online content to my Roku devices. (Basically, most Android users other than Samsung that can use Smart View will likely need to use a third-party casting app to achieve this).

Web Video Caster (WVC) has both a free or one-time purchase (about $4 or so). There are some other free/ad-supported 3rd party apps like Castify/Rokify as well in the Roku Channel Store that were also pretty good but I just use WVC now since it accomplishes everything I need.

Thank you for the answer. As I just bought the tv yesterday specifically to be able to screen cast natively because the main app I want to use does not have a cast option and the salesperson said this tv would work. One more trip to Best Buy.....
All my other phones like yours are also Motorola based (Moto Z Play models) and I repurposed/use them for different things (mini-media casting portals and network apps or tools) and since those rely on the Chromecast/Googlecast protocols, I need the use of the 3rd party casting app (WVC) when I use them with my Roku devices.
Good thing for you is you caught it early and can return the RokuTV for something that better fits your needs. For what its worth, I actually much prefer the use of a HDMI attached Roku device than an actual RokuTV anyways. I am very disappointed in the one RokuTV that I purchased and has been retired to a guest room/limited to troubleshooting user issues.
