Please tell me why when my Roku TV is "powered off", I still see it connected to my Wi-Fi network? Every other device when I power it off, disconnects....

Do you have "Fast TV start" enabled under Settings->System->Power?

You actually want this behavior when you control TVs via the network.  Smart TVs such as this need to stay connected to the network to allow remote power on, for example, over the network.  So the TV goes into a low power mode, which is a 'deep' stand-by, but we by convention call if 'off' but it is still listening on the network port.  This behavior can be controlled on some TVs/makes/models via various configuration options as was suggested by the previous reply.

I don't use the Roku app to turn on/off the TV, just the infrared remote. When I power it off, I want it off -- completely. The setting to keep a persistent connection is disabled, and it still remains connected to the Wi-Fi. I have no need for a persistent connection, just as I don't for my laptop. If the TV were also acting as a server? That would be different, but it is not and can not.
