This horizontal white lines occur on all streaming apps when u enter them and during streaming. The only thing that fixes this is if I unplug the tv for two minutes and turn it on afterwards, but I have to do that everytime for it to function properly. It looks like flashing horizontal lines a few pixels thin in different spots that span the entire length of the screen.

This is mostly what it does; however, if I restart the tv through the power settings, or unplug it, it will work fine for the rest of the day. I have to do that every time I turn it on for it to work correctly.
