Add voice remote using app; no existing remote

Got a new westinghouse roku TV.  Threw out the remote with the packaging. But, I managed to set up the app on my phone. Now i purchased a new voice remote. 

Instructions say I need to navigate to settings using my remote to set up the new remote. I DON'T HAVE A REMOTE. So, how do I get this to respond?  It seems something needs to initiate pairing... but then other Instructions contradict this. 

Can i set it up on my app?  If so, how?  If not. How do I get this new remote to respond?

Unplug the power from the TV, press the pairing button on the back of the remote or inside the battery compartment (or press and hold both the Home and Back buttons simultaneously) until the light on the remote starts flashing, then connect the power to the TV and turn it on.  Once it starts it should pair with the remote.
