Paramount + works on 2 tvs in our house but not on the third. I have updated, removed and reinstalled and restarted our Roku device. Nothing is working. any suggerstions? Do we need a new roku device?

If you literally "removed and reinstalled and restarted" then try remove, restart, reinstall. Removing and immediately reinstalling doesn't accomplish anything.

Is there a Paramount+ tile on the problem TV's home screen channel grid?
Is the problem TV linked to the same Roku account, as indicated by email address, as the others? Check via Settings/System/About on all sets.
Describe in as much detail as you can what happens when you try to load Paramount+.
