I too tried the procedure in the order you recommended. It did not make a difference. Not all shows hang with circling arrows. More shows play than hang.
I have the same problem with both of my Roku Express + devices. I have made sure both the Roku and Youtube TV software are up to date. And I have done a factory reset. But the problem still occurs.
I have worked with Youtube TV support and they cannot find anything wrong.
If I use the Youtube TV app that is loaded on the LG TV, the DVR playback works fine. I am not convinced it is a Youtube TV problem. However, using the LG app with no problems points to the problem being with the Roku device.
Any help is appreciated.
