You are forgetting that there are many multiple generation, multiple language households where the younger family members are fluent in English but the older members are more comfortable in their original language. The whole family may be gathered around the TV watching a show or movie (in English) but advertisers may wish to speak directly to the older members, who likely control the family finances. So they speak to them in their native language. It's not stupid at all, it makes perfect sense.
