It seems like the Pluto app works when connected to a mobile hotspot. It could be possible that your device is not receiving enough internet connection when connected to your wireless network. We would suggest restarting your router and making another attempt to see if you're able to access the app again. In the event that the situation does not improve, we suggest that you get in touch with your Internet service provider so that they can offer further support.
Roku is a platform and interface that hosts channels. Roku does not manage the channels or their content. They are developed by the service provider themselves, and any issues that may be encountered would need to be reported directly. On the other hand, it would appear that there are no issues with the channel when it is connected to a different network.
