Roku devices (as opposed to RokuTVs) have no antenna inputs and can't receive local stations directly. So any locals you get with a Roku device have to be through a streaming channel app that relays your local stations.
You might get some help via Settings > System > Zip Code, but I doubt it. You'll probably need to check with whatever app you're using about this.
