NBC Sports Chicago is shutting down in the Chicago area On October 1, 2024 for viewing the Chicago Blackhawks, Bulls and White Sox and being replaced by the new Chicago Sports Network. Will Roku be bringing this new app on to the Roku line up for the Chicago area?

No. Aside from The Roku Channel, Roku Media Player, and a few Roku information/help items, Roku does not create the channel apps for Rokus.
The channel developers wishing to have their channel available on Roku create versions of their apps that are compatible with the Roku operating system, agree to Roku's terms, and submit them to Roku.
Per the Chicago Sports Network website, 9/21/24:
For cable customers, the Chicago Sports Network will be available on U-verse channels 1741 (HD) and 741(SD).
For streaming service users, the Chicago Sports Network will be available on DIRECTV Stream (channel 665) to anyone subscribing to DIRECTV’s Choice or above packages.
CHSN is currently negotiating with various other premium providers. Check back soon for more details!
So it sounds like they are pursuing carriage on additional platforms. It can't hurt for you to contact them (if you can figure out how, I can't find a link) and encourage them to make their channel available on Roku.
