I just checked on an Express 4K+. In the video, go to the Gear icon, then you can change the speed. Double-check to see if that is where it is on your older device.
As far as new Roku devices, I consider the Express 4K+ to be the minimum anyone should buy. The plain Express is just too old and limited.
