We purchased a Roku TV at a church yard sale. We have been using it for a couple of years as is, but recently tried to add an app and I couldn't because I didn't know the pin. When looking how to set our pin up I noticed the TV was still logged into someone else's account with their credit card saved. Is there anyway to change the account info and pin on the TV without losing all our apps and passwords?

I sure hope you were not subscribing through Roku for anything. That person would be very angry about these unknown charges.
The only way to change an account is a factory reset. Plus, you will need to set up your own Roku account. That means starting from scratch. Take some pictures of your Roku screen so you remember what apps you have and their layout. You will have to re-login to them.
