Is there not a YouTube TV app available in mexico? Just bought a new TV and the app is not available.

You need to contact Google to ask that question. They provide the YouTube apps, and control where their apps are available. Roku has no control over location availability of 3rd party apps.
YouTube TV is only available in the US as far as I know, so I wouldn't think they'd make the app available in Mexico.
