WIFI with Static IP Settings

Hi - I am trying to setup a private WIFI connection with Static IP and DNS settings. I have tried to connect to WIFI on the TV and it doesn't allow me to nominate a static IP.

Is there a way to apply Static IP settings to the TV?

I have a recently purchased 32" TCL Roku TV

 

Question 2: I need to download an app from the Google Play store - where is it on the TV?

    I know of no static IP ability on Roku.  You could make a DHCP reservation for it.  The TV is not an android device and runs apps from Roku’s channel store.
