Screen stuck on "use accessibility shortcut: screen

If you turn the TV off and on, does it come back up in that accessibility screen?  

In any case, TV remotes are definitely good things to have!  My parents somehow get their TV into all manner of weird states with their cable box remote.  It's way easier to use the TV remote to fix than to try to figure out how they managed it on the cable box remote and what the reverse process might be.
