New Roku express keeps restarting setup process after going black

I just got a new Roku express and after selecting a language and connecting to wifi it says 'downloading' and then the screen goes black. I have tried resetting the device, leaving it for awhile, and unplugging it, after all of these the same thing happens. I even tried connecting to a different wifi, so thats not the issue. I have it plugged into the wall not the tv so it shouldn't be a power issue either. The device stays on the screen just goes black. The buttons on the remote make the device light blink but again nothing happens on the tv. Any help would be much appreciated! I think its called 3960EU
