Apparently, some Roku devices have an issue with any type of Roaming (802.11r) or Fast Roaming on WiFi. Disabling both of these protocols on my network solved the issue.
Why is this not documented ANYWHERE?

Roku Support used to have an article with the supported modes, but looks like it is no longer available.
However, if you go the Products page that describes the player and look in the Specs, it will show you the supported modes. (at least the highest supported mode).

All Roku devices can support b/g/n. The dual band devices can support b/g/n/ac. The newer Roku Ultra 4850 and Roku-branded Plus and Pro RokuTVs can support b/g/n/ac/ax.
