Error 003 - Can’t update software on setup

Hi, I am having troubles setting up my Roku tv. When it gives me the error 003, I then select Exit setup and the screen doesn’t show any options. I’ve tried unplugging my router and the tv but still does not work.

    We understand you're having trouble updating the software on your Roku TV. No worries; help is here.

    Please try to restart your Roku player or TV system. You can unplug the power cable, wait a moment, and reconnect it, or use the following steps to restart it from the Settings menu.

    1. Press the Home button on your Roku remote.
    2. Scroll and select Settings.
    3. Select System.
    4. Select Power. If you do not see a Power submenu, skip to the next step.
    5. Select System restart.

    To restart your router, check the instructions from your internet service provider (ISP) or router manufacturer. In some cases, you can simply unplug it and plug it back in, and in other cases it may require pressing a reset button on the device. If you have previously connected to your router, the streaming device should automatically reconnect. If it is not reconnecting, or if you are setting up your device for the first time, complete the network setup process.

    If you can, try connecting to your phone's hotspot just to get past the initial update.
