Setting up a Smart home camera has a blue flashing light

My camera is flashing a blue light, and it does not allow me to set up in my app some Can someone help me, pls Thanks

      I have the roku wire two pack but i bought I think so, someone else test it and doesn't disconnected because when I turn on immediately flashing blue after I push the SETUP button and nothing is happening if someone guide what can I do
