Snakecharmed I am very confused by your post. What Roku device do you have? ESPN+ and NBA are separate apps. Do both work on your Roku device? Have you restarted the Roku TV? Don't just turn it off go into settings and restart. All apps on one Roku device will appear on all other Roku linked to the same Roku account. Go to settings system about and make sure the TV and device are on the same account.

I have both apps on the device, but I can't get either on the Roku TV. I've had the TV for six months and I've been trying to get the app on there since then off and on. It's been turned off and on many times.
The TV and the device are both on the same account.

Snakecharmed Do any apps work on the Roku TV? For example does the Roku channel work on the Roku TV?

All the apps that come with the Roku (and I don't understand why ESPN and NBA aren't included in that) work fine, HBO, Disney+, Netflix, etc.
I had to go to the website to add ESPN and NBA. It said I already had them. I did have them on the device and they work fine there, but I can't get them on the Roku TV.
