I understand that the issue keeps returning. Does a system restart always fix the issue? Also, when did you first notice this behavior?

Yes a restart does fix the issue for a time. Not really keeping track of how long it is "fixed" but the issue reappears. Started a few days ago. I did change batteries since I thought that might have been the cause.
