Yes, the Roku remote app for Android and iOS devices works with all devices in the current Roku line.
Instead of the bottom of the line Express I'd suggest getting the Express 4K for just a few dollars more. You don't need a 4K TV to use it and it is a faster and MUCH more capable unit than the basic Express.
