TV turns back on when connected to Roku Express

This is a very recent problem. When I turn off my TV, it just turns back on again. I have traced the problem to my Roku Express. If I physically disconnect it from the HDMI input, the TV stays off when I turn it off. I read online that I should make sure the Roku is on the home screen when I turn off the TV. I tried that, but it doesn't work. The TV goes off and then comes right back on again. The only way to make it stay off (with Roku connected) is to hold down to physical power button on the TV for several seconds. I've looked in Roku settings but I don't see any obvious answer there.

Well, guess what? I tried connecting the Roku directly to the HDMI port on the TV, bypassing the switch. This did not fix the problem. Then I went looking for the Power option. There was no "Power" under Settings. However, while I was looking around in the Settings->System area I noticed Software Update (didn't try that because it said it had already checked this morning), and System Restart. I figured I had nothing to lose by trying that, so did the System Restart. And Eureka! The problem went away (even when I go through the HDMI Switch). Thank you for your suggestion. Even though it did not solve the problem, it resulted in my stumbling on the solution myself. So if anyone else encounters this, try a System Restart!

Try unchecking "1-touch play" under Settings->System->Control other devices.

I tried that, but the TV still comes back on after I turn it off. To clarify, my method of disconnecting the Roku from the HDMI is actually to switch the active HDMI port to a different device (Chromecast) using an external HDMI switch. With the Chromecast screen displayed I can turn off the TV and it stays off.

I suspect that if you take the HDMI switch out of the equation the problem may go away, but that's probably not helpful.  Does it turn back on immediately or after a fixed amount of time?  The only other things I can think of are the screensaver activating and causing the TV to turn on for some reason or "Power saving" that activates (if enabled) on some devices after 20 minutes.  I don't know if the Express models have that setting under Settings->Power.
