Supplying power to a Roku Ultra through a USB

Would a Output 1:3.6V-6.5V=3A,6.5V-9V=2A,9V-12V=1.5A be ok to run a Roku Ulta ?

Ultras use a PW-11 power supply, outputting 12vdc @ 1.5 v.  As far as I know, Ultras are not equipped to be powered over USB, but only through their barrel connectors as are on the PW-11 (could be wrong).
