Roku on my computer says I'm connected, but Roku on my TV says I'm not. For my TV, I'm using the Roku app on my phone.
Connected or signed in? Connected/signed into what?
Signed in, on my TV.
@Brian_1965, you're not giving enough information. Roku devices get linked to a Roku account; you don't "sign in" on your TV. We have to assume you're using some app on your Roku device, but we don't have anything to go on. Maybe posting a picture of what you see on your TV would help.
What I see on my TV is: an HDMI 2 screensaver
I have the Roku device cellphone app. I can't find the actual devices. Anyway, when I go to the app, it says 'Unlock Full Access. Unlock Remote Control; Unlock Channels Switching; Cast All Media to TV; 100% No Ads. 3-Day FREE TRIAL, auto-renewal. Then, $39.99/year, cancel anytime.
I'm already paying $45/month for Roku.
You seem to be running some unofficial roku app. Delete that one, and follow the links on this page for the Roku apps that are actually from Roku.

What are you paying $45/month for? Roku itself has no monthly fee. Though you can subscribe to services like netflix etc. that cost money.
Having a Roku screen saver up just means your Roku isn't doing anything else. There's nothing inherently wrong with that.
