Pretty much the same thing.
A Roku TV simply has the Roku OS integrated into the TV, and includes a digital tuner for Antenna/OTA broadcasting.
Roku streaming devices lack a digital tuner. Designed for internet streaming.
However, you can attach a Roku streaming device (or other streaming devices like Firestick, Onn, Chromecast with Google TV), to your Roku TV if you wish. Some users connect a Roku device to older Roku TVs to upgrade their performance.
