Regrettably the HDMI cable that came with my Roku Express is junk because I got the error 020. I used the thicker cable that I had with the Comcast box and it worked! Maybe Roku should look into this...
Maybe you just received a defective cable. If this were a common problem these boards would be swamped with complaints.
