I haven't found a way to do that. You'll probably need to adjust your background image before uploading it.
So, for example, if you wanted the image at 80% opacity with a blue background, you'd just create a blue layer in Photoshop, then add a layer with your image at 80% opacity, and save that as a JPG to upload to your channel.
