publishing a package

So sorry if this has been covered over and over. I found nothing in searches.
I don't know how to save an unpublished package for submission to the published package bin. Help says I can publish after testing vie the package channel code but I don't know what that even means. Can someone point me in the right direction?

    If you haven't already, read through the process documented in section 3 of the Channel Packaging and Publishing Guide in the SDK. If there's a specific step within that process that you're having trouble with, post a little more detail about what's gong wrong and we can try to help.
