The most sure way to get a channel developed for the Roku is to sign up for a developer account, download SDK and dig in. (

However, since you are already on Vimeo, your videos may already be viewable on the Roku via the Vimeo channel, so if you cant find anyone to get the work done for you, you can suggest your viewers on Roku to subscribe to your channel in Vimeo and they should be able to view from the Roku's Vimeo channel (publicly available, and I am pretty sure its free.) - I understand this probably not optimal, just letting you know of a workaround until you can get development done.
