Unable to submit Product Offer price changes due to "problems contacting the service"

Unable to save any changes to current Trials and Offers in either QA or STG environments b/c I receive the following message: 

We are experiencing problems contacting the service. Please try submitting your changes again or refreshing your web browser.
I have resubmitted multiple times, had others try, of course refreshed the browser, logged out/in, updated my browser, tried a different browser all over the last 12 hours. Is there a known outage? Or someone I can escalate this too? We will have a promotional change that will go live to the public this Friday.
