Restreaming Vimeo videos as live

Qucik question, Im new to restreaming videos. I already have a channel setup
but my question is I have videos stored in vimeo. I then want to stream it as if its like
live. The videos will loop all day.

Is there a way to do this in the most efficient and low cost way.
I was looking at wowza but it seems like the videos need to be reuploaded
to the server at wowza which I dont want to do. Since the videos are already in
vimeo, and I have the links mp4.

is there a way to reloop this links as if they are live stream?
any suggestions and begining tips are welcome.
