Is there any limit to the amount of recursion?  I can't get it to recurse more than once.

There is no recursion, it's a 1-step deal.
For more advanced handling, see VAST means or DFP waterfall (i think we support it - but have to admit i don't know this corner)

Correct.  We have waterfalls set up in our ad server where ZoneA -> ZoneB -> ZoneC -> ZoneD.  The Roku never goes past ZoneB.
