PUSH notifications issue

Currently, testing the push notification by recording it and I can see I have been getting lots of same transaction records.
Every hour ROKU is sending the same notification, which has been fetched and necessary action taken.

If the notification is not successfully delivered within a reasonable time period, Roku removes it.

Does this mean, ROKU is not being able to deliver the datas?
Checking these duplicate notification ROKU is sending will surely create overheads.
