Is it normal to wait 12 to 24 hours for videos or metadata to be "propagated"?

Our channel has been ready to go public for two weeks but has yet to show up on Roku,is that normal?

We signed on with a third-party to develop our channel and have been working with them for over a month. However, "working with" is not very accurate--it's more like waiting for them to get back to us. I won't name the company but I'm wondering if our experience is normal for others using a third-party and would like some feed back. Our main frustration stems from the fact that, even though we are experienced in producing video content and fully understand the various codes and bitrates, etc., we don't understand any of the process of building a channel.
The only reason that I'm posting this on the forum is because the company is recommended with other similar companies as a third-party for hire on this very forum. The company acts as if we are supposed to possess full command of writing codes, script and other tools---we don't. That's the very reason we hired them. Honestly, we feel as if we're dealing with computer geeks in the Balkans or the former Soviet Republic---support questions are never answered by the same person, there is no phone number to contact for a warm body. It's just weird.
