Is it a must to enroll Roku Partner Payouts Program If I won't monetize with a channel??

Hello everyone,.

I am new to develop Roku apps.

I would like to know if it is a must to enroll Roku Partner Payouts Program, if I will not monetize with a channel.

please let me know that if you know.
