Yes, tmp space is variable depending on a lot of things. Also, the memory used by tmp is the same memory used by the video player, so you have more tmp space if you don't play video. In your case, you want tmp and to play video, so I wouldn't count on having more than a very few megabytes of tmp space.

On a roku1 XS with 4 or 5 channels installed, you have about 128MB of tmp space available and it plays videos with all of that used up too. What you'd probably want to do is keep your videos short, and check the tmp directory after each file downloads to verify the file length before playing to be sure you got the entire thing. The ideal solution for doing this though, is to simply get a Brightsign device rather than a Roku - Brightsign is designed for repetitive playback routines.
