H264 Reference Frames > 1?

I've noticed for some of the videos I attempt to play on my Roku have the number of reference frames for H264 > 1, that playback will fail, giving me a '-5' code when isRequestFailed() returns true.

Does the Roku not accept videos that have more than 1 (or 2?) H264 reference frames?
