I am not using a VPN, and still get the 403 error. We have tried using a VPN out of curiosity and one of the VPN providers was blocked and another was not. We have 3 ISP providers, 2 of them are blocked/get the error. My home ISP is not blocked. Accessing via cellular seems to work.
As I mentioned previously, it would seem Roku has misconfigured the ACL governing certain AWS/S3/CloudFront assets which is causing users using specific ISPs to be denied access.
