I have gone through the codes multiple times but at no point will the roku remote turn off the audio playing.

This is a new 2022 Panasonic TX-43LX650B. I have tried re setting the roku and checking updates but ultimately nothing has worked to allow me to turn off or control TV volume.

You could try Quaser?

Quaser is another brand of tv's, it's own by the same company that owns Panasonic. They always shared the same remote codes. And the Panasonic tv code hasn't changed 40 years.
