Roku TV remote - NO. Roku TVs use a completely different set of command signals than Roku devices do.
GE Universal remote - MAYBE. The Roku 3 must be located in the open where its front is visible from the remote's location. And the remote must list the Roku as one of the devices it can control. If you no longer have the documentation for the remote you can probably find it online if you search for the remote's model number.
